(Richmond, IN)--Animal welfare advocates in Wayne County were unhappy Wednesday when county commissioners approved an ordinance dealing with kennel rules.  Commissioner Mary Ann Butters wanted all permits for kennels to go before the board of zoning appeals.  Only kennels with more than 20 dogs require approval.  During the discussion, it was revealed that the national retailer Petsmart wants to open a Richmond location.  There are currently 20 Petsmart locations within a 75-mile radius of Richmond.
