(Union City, IN)--A wind turbine company is claiming that Union City and the Randolph Eastern School Corporation has stiffed them for more than $800,000.  A lawsuit has been filed by Performance Services, known as PSI, against Randolph Eastern and the city.  PSI claims Union City has failed to submit payments of $808,000 that were required under a previous agreement.  That agreement was formed back in 2010.
