(Richmond, IN)--Richmond Common Council voted Monday night to pass the city’s budget.  The passage means city employees will get a modest two percent pay raise.  But, not all members of council are on board with the budget.  Misty Hollis and Jamie Lopeman voted against the budget and released statements afterward.  Hollis said that it would result in a tax hike and to pass a budget before union negotiations are complete is in violation of city code.  Lopeman pointed out that the city’s health insurance issue remains unresolved.  While council passed the budget, it voted against a pay raise for itself.
