(Indianapolis, IN)--A bill has been filed that could have an impact on the budgets of local government.  If passed, it would allow counties to impose a service fee on entities that currently pay no property tax because of tax-exempt status.  In Richmond, that could include Reid Health, Earlham College, and Friends Fellowship.  Entities like those are often heavy users of city services.  The amount of the fee would be at the discretion of the county or municipality.  The bill has been filed by State Representative Tom Saunders, whose district covers part of the Whitewater Valley.
