(Richmond, IN)--Richmond Common Council met Tuesday night and once again addressed a revised ordinance aimed at penalizing pet owners who allow their dogs to bark.  Tuesday night, public comment was taken.  Council member Jamie Lopeman said there were several complaints about one area of the city.  "Centered on the North 11th area and an ongoing issue, but the ordinance is for a citywide improvement for resources for our law enforcement officers."  Members of the Richmond Police Department have said that the ordinance, as it’s currently written, is difficult to enforce.  The new ordinance will likely come up again in two weeks.
