(Richmond, IN)--A Richmond woman was jailed Thursday night after a young child was found wandering city streets several blocks from her home. 46-year-old Melinda Mills has been charged with neglect of a dependent and disorderly conduct. Multiple witnesses saw the child, who they described as about five years old, walking in the area of South 10th and G with minimal clothing. Officers found the child, but she was unable to communicate with them. They were eventually able to locate Mills. The young girl was checked medically and was determined to be okay.
