(Richmond, IN)--Sewer bills may be going up for Richmond residents, but it looks like electric bills will be going down.  On Monday night, RP&L’s budget for next year was presented to the Board, which is also Richmond Common Council.  Council President Misty Hollis talked about why bills could decrease next year.  "We buy our power from IMPA.  We are going to see a significant decrease in the cost of power next year.  That is going to pass down to the consumer," Hollis said.  Hollis also indicated that RP&L employees would see a pay raise.
