(Richmond, IN)--A hearing will be held later this week on a proposal to convert a downtown Richmond building into a homeless shelter.  Business owners adjacent to what was once Bluegill’s and Knucklehead’s Bar near 10th and East Main have been notified of a Thursday meeting of the Board of Zoning Appeals.  An organization called Petra Project is requesting a variance to operate a homeless shelter with transitional housing.
