(Richmond, IN)--Wayne County Commissioner Mary Ann Butters addressed Wayne County Council members this week about the viability of the county’s needle exchange program, which she calls a public health program.  Butters has been an outspoken advocate of the program’s benefits.  State Attorney General Curtis Hill, like local prosecutor Mike Shipman, has been an outspoken opponent.  This week, Butters had this message to Wayne County Council:  "Attorney General Curtis Hill has urged all prosecutors throughout the state to do everything they can to stop this public health program.  And I would just say to the Attorney General 'Keep your hands off where they do not belong.'"  Some council members this week expressed reservation about continuing the program.
