(Richmond, IN)--Richmond Common Council addressed needle exchange during its regular meeting Monday night.  An ordinance was on the table that would have prevented any future exchanges from operating in residential areas inside the city limits.  The ordinance was dropped last night after City Attorney AJ Sickmann delivered an opinion that Richmond’s zoning ordinances already addresses the issue.  Council members said, though, that they would monitor the existing program in case it evolved into a methadone or suboxone center.
