(Richmond, IN)--Richmond Common Council Monday night removed the city’s scooter registration requirements.  It’s due to an overlap with state registration requirements.  Those new guidelines will go into effect at the first of the year.  RPD Captain Donnie Benedict outlined some of the requirements.  "You're going to have to have a valid state ID.  You're going to have to pass a road sign test.  As of now, you don't have to have any insurance," Benedict explained.  Under state guidelines, scooters will be permitted to go up to 35 miles an hour.
