(Richmond, IN)--Part of Salisbury Road remains closed and it will stay that way until at least spring.  Monday night, council member Larry Parker suggested not using the contractor again due to the long delay.  But Mayor Sally Hutton assigned the blame.  "Well, no, it wasn't the contractor's fault.  It was the utilities that didn't get done," Hutton said.  The closure is significantly longer than planned.  And it will be even longer.  "It's ridiculous.  It will be two and a half years by the time it gets done," Parker said.  Hutton did not specifically name the utility that she says is causing the delay.
