(Richmond, IN)--The IU East Police Department has wrapped up a seven-month investigation with the arrest of a former Area 9 Agency employee.  68-year-old Phillip Thralls oversaw a voucher program at the Fayette Senior Center that allows people 60 and over to get vouchers at area restaurants in exchange for donations.  After an audit and investigation, a nearly-$70,000 discrepancy was found.  Thralls has been charged with felony theft.  He resigned from Area 9 last summer.
