(Richmond, IN)--Criminal charges will almost certainly be filed against the driver of a car involved in a fatal crash in Richmond Thursday. 31-year-old Kevin Spurgin died in the crash on National Road East. Now, investigators are calling in specialists to determine just how fast 42-year-old James Dishmon was driving. "We're gonna do a crush analysis and momentum factor, where we'll do departure angles and impact angles," said Lieutenant Donnie Benedict. "Reconstructionist Ami Miller is guessing that the speed was much higher than 50," Benedict added. The speed limit at the spot of the crash was 40. Dishmon’s license had been suspended and there were illegal drugs in his system. Also, he was traveling with a 19-month-old child.
