(Randolph County, IN)--A Level One Travel Advisory was in effect in Randolph County Wednesday morning as the result of another round of flooding rains Tuesday. Several county roads, mainly in the northeastern sections of Randolph County, remained impassable. The Mississinewa River was out of its banks. Flooding was even more significant to the north. Governor Mike Pence surveyed Portland Tuesday. Downtown there was inundated with floodwaters as the mayor declared a state of emergency. U.S. 27 in Portland re-opened at about 5 o’clock Wednesday morning.
