(Richmond, IN)--Richmond police spent plenty of time in Springwood Park Thursday night.  First, they arrested 24-year-old Jennifer Milligan and 20-year-old Timothy Schlaubach after drugs and paraphernalia were allegedly found.  Children were present during the arrest.  Then about two hours later, police were sent back to Springwood on a prostitution complaint.  No arrests were made then.
