(Richmond, IN)--Richmond Common Council passed next year’s budget Monday night. The budget passed 7-2. It does not include a pay raise for city employees next year, but those employees now are in line for a stipend at the end of this year. The stipend will be funded when the Richmond Sanitation Department makes a payment in lieu of taxes to the city. Clay Miller opposed the budget due to a lack of park funding. Misty Hollis opposed it, citing a lack of contributions to the employees’ health fund.
