(Richmond, IN)--The identity of Project Dove became public during a series of meetings Monday night. Heartland Pet Food Manufacturing was the subject of a special meeting of the Richmond Economic Development and Redevelopment Commissions. They gave a recommendation of approval for a TIF bond not to exceed $29 million. Richmond Common Council then moved an ordinance forward when it met. Richmond is a finalist for a Heartland project that would create 165 jobs that pay an average of $17 an hour. A company also called Heartland Pet Food Manufacturing opened a plant in Missouri a year and a half ago. That company is a subsidiary of Blue Buffalo pet food, which is a Connecticut-based corporation.
