(Richmond, IN)--Richmond Common Council meets Monday night with an eye on next year’s budget.  While some called this year’s budget process the smoothest in years, there are still many unanswered questions regarding union contracts.  At last check, all four city employee unions were waiting on responses to contract counter-offers.  That includes AFSCME, which has been waiting for a contract for two years.  Monday night’s council meeting begins at 7:30 and immediately follows the RP&L Board meeting.
