(Richmond, IN)--Pet owners filled Richmond Common Council chambers Tuesday night as council addressed an ordinance aimed at cracking down on neglectful owners.  "Unfortunately, the owner does not always know what's best.  I think there should be set temperatures," said one of numerous people who spoke.  Council passed an ordinance that does not set a specific temperature at which pets must be brought in, but does require owners to alleviate any distress.  Council member Clay Miller said enforcement is the real issue.  "We can add all the language in the world we want to add.  But, if it's not enforced, it doesn't make a difference.  Miller cast the lone dissenting vote.  The fine for a first offense is $100.  Penalties essentially double after that
