(Arcanum, OH)--The NTSB this week released its final report on a plane crash that killed two people near Arcanum back in September of 2016. The report says that 20-year-old Clayton Heins was piloting the plane with cocaine and alcohol in his system. He had been released from a heroin rehab facility just a month before. The NTSB said that Heins was flying erratically at low altitudes. 18-year-old Jacob Turner, who also died in the crash, texted a friend from the plane saying that Heins was "flying crazy."
