(Richmond, IN)--Wayne County Prosecutor Mike Shipman is openly questioning multiple elements of the county’s needle exchange program. In a letter to Commissioners, Shipman questions what data exists to show that the program has reduced harm. Shipman cited a case in March in which James Massey died from an overdose. Massey was not involved in the program but still died using a needle from the exchange. In another recent case, Brittany Davis was caught with 20 syringes from the program but could not prove she was a participant in needle exchange. Shipman will soon address Commissioners in person.
