(Richmond, IN)--The Indiana State Police were at the Greenwood Apartment in Richmond late Sunday night to arrest a 53-year-old man.  David Wehrley was allegedly found with methamphetamine and other controlled substances.  He was also charged with maintaining a common nuisance.  Officers recovered drugs and paraphernalia at the scene.
