(Richmond, IN)--A scooter-riding man was caught Sunday and now faces a whole host of drug charges.  The man, who was later identified as 43-year-old Joseph Freeman, was stopped on North West 2^nd in Richmond.  Officers allegedly found methamphetamine and other narcotic drugs.  Freeman was charged with dealing both meth and cocaine.  His scooter was impounded.
