(Richmond, IN)--Residents across Richmond got a surprise Wednesday night as hot air balloons landed across the city.  It was all part of the First Bloom and Glow event.  Typically, the balloons have been tethered.  Not this year.  Balloons landed at spots that included at North 9^th and B, near the east end of the Main Street Bridge, and on North 10^th Street.
