(Whitewater Valley)--Heavy rain and melting snow Wednesday has combined to create some high water issues Thursday morning. In Union County, dry fords were closed as was the Yankeetown bridge area. In Fayette County, the south end of Pennville Road was closed Thursday morning, meaning travelers between Richmond and Connersville will have to find a different route. In Franklin County, water is covering many of the county’s concrete slab bridges. Those conditions led to a drowning last month. And, in Randolph County, the Mississinewa River has risen to 13 feet. That’s three feet above flood stage. State Road 1 near State Road 28 was under water and closed Thursday morning.
