(Richmond, IN)--Three dogs that had been involved in two separate incidents in recent months were labeled as vicious Thursday by the Richmond Board of Public Works. One dog jumped a fence and attacked a man on Sheridan Street. Two other dogs broke free from their tethers, killed three dogs, and seriously injured an elderly woman. The dogs will not be euthanized, but the vicious label means their owner must take several steps to get them back. Those steps include keeping them in locked pens and having $100,000 in insurance.
