(Richmond, IN)--For the second time in a little over a year, a Liberty couple has been jailed on various drug charges in Richmond.  Jeff Harvey and Ashley Phillips were taken into custody at an east-side Richmond hotel.  Officers allegedly recovered meth, cocaine, and drug paraphernalia.  Quantities have not been released.  Harvey was just sentenced two weeks ago to two years with all time suspended in a previous meth possession case.
