(Whitewater Valley)--For the second consecutive month, unemployment rates have risen in every Indiana county in our area.  The rates had dropped every month since peaking last April, but that ended in January when every county started to rise.  That rise continued in numbers released Monday with Wayne County increasing to 4.7%.  Fayette County has the highest rate in our area at 6%, while Union County has the lowest unemployment rate at 3.5%.  Ohio rates come out Tuesday.
