(Richmond, IN)--Richmond residents are facing the likelihood of a significant increase in monthly sewer bills.  On Monday night, those residents were encouraged to attend council’s next meeting for public comment on the issue.  Rates would increase 13.75% next year and 5.75% the two years after that.  Also Monday night, council dealt with annexing 160 acres into the city limits.  "This petition would annex that land into the city limits," said Beth Fields.  The land is part of the Midwest Industrial Park’s third phase.
