(Richmond, IN)--Another arrest was made Tuesday in an area that’s been under investigation for drug activity in the last year.  45-year-old Cecil Marcum was taken into custody Tuesday in the 800 block of Salisbury Road South.  Marcum allegedly had controlled substances, syringes, and drug paraphernalia.  The quantity of drugs recovered and details of what led Marcum to be stopped have not been released.
