(Richmond, IN)--The lack of a quorum forced the cancellation of the monthly meeting of the EDC Board Monday afternoon.  Had it met, the Board would have been updated on Project Thomas.  That as-yet unnamed company is getting close to a final location decision in Richmond as the city works on finalizing a rail agreement.  That development would be a $39 million investment that would create 30 new jobs that pay an average of $25 per hour.  Also, groundbreaking has been set for a different project.  Liberation Labs will break ground in the Midwest Industrial Park on June 29.
