(Richmond, IN)--There’s another at-large candidate for Richmond Common Council.  Carl Rhinehart has been picked by a caucus vote of the Wayne County Democratic Party to seek a seat on council this November.  Rhinehart is a business owner, the co-founder of Future Achievers, and serves as a mentor to many high school students.
