(Richmond, IN)--A Richmond man who, before Tuesday, had 15 criminal cases in the last decade, is now facing his 16^th.  37-year-old James Napier was booked into the Wayne County Jail at 2:45 Tuesday afternoon after officers allegedly found an undisclosed amount of methamphetamine in his possession in the 200 block of North 12^th Street.  Less than a month ago, Napier was sentenced to 20 days in jail for breaking into a car.  In 2023, he was sentenced to two years for battering an officer.  Other previous charges include dealing lookalike substances and non-support of a dependent child.
