(Richmond, IN)--A judge has issued an order of protection to some residents on Esteb Road in response to allegations against their neighbor, who is also Wayne County’s auditor.  The order of protection that was issued Tuesday against Mark Hoelscher remains in effect for two years.  Hoelscher is alleged to have placed threatening messages in at least one mailbox and come onto the properties of others without permission.  He faces a misdemeanor charge and is due in court for a pre-trial hearing on Tuesday of next week.
