(Richmond, IN)--Results of a rate study were presented to the Richmond Power & Light Board Monday night.  Part of the presentation by General Manager Tony Foster was the need to replace seven large power transformers in the next ten years.  "These are not inexpensive.  These are probably $1.5 million to $2 million a pop," Foster explained.  There was no indication of how that and other factors could affect rates.  RP&L does a rate study every five years.
