(Richmond, IN)--A man allegedly fled on foot from police Tuesday night, but left his young child behind in the car.  43-year-old Mark Cotter had an active warrant for failing to appear on driving while suspended and OWI charges.  When he came into contact with police at around 6:30 Wednesday night in Richmond’s Depot District, he fled on foot and abandoned his young child.  He was captured on Neff Street.  The young child was quickly turned over to another adult.  Cotter now faces additional charges of child neglect and resisting arrest.
