(Richmond, IN)--Police on Tuesday night were able to stop and arrest a man who was allegedly driving down Chester Boulevard in Richmond at more than three times the legal limit and with a child in the car.  Witnesses said that 29-year-old Luke Philpot nearly hit multiple vehicles before he was stopped.  Scanner traffic indicated his blood alcohol content was .257.  Philpot is charged with felonies that include neglect of a dependent and OWI with a passenger under 18.
