(Preble County, OH)--A Richmond man with a long history of involvement in area athletics is taking on a new role.  Frank Carr has been named the new commissioner of the Western Ohio Athletic Conference.  That conference is in its third year of existence and includes National Trail, Preble Shawnee, Tri County North, Tri Village, and Twin Valley South.  Carr has previously held titles that include athletic director at both Richmond High School and Earlham College.
