(Hagerstown, IN)--Just as trick-or-treat was wrapping up Tuesday night in Hagerstown, there was a man allegedly driving around at twice the legal limit of alcohol and with at least one child in his vehicle.  30-year-old Zachary Callahan was stopped by Hagerstown police in the first block of South Perry Street.  Callahan, who has a previous OWI conviction, was taken to the Wayne County Jail and had already bonded out Wednesday morning.  He faces numerous charges.
