(Richmond, IN)--A Richmond man has already bonded out of jail after a drug arrest Mnday afternoon.  It was the third time in the last five years that 57-year-old Randall Sparks has been jailed in Wayne County on various drug charges.  Sparks was jailed Monday afternoon after his arrest in the 1300 block of South 13^th.  He was allegedly in possession of cocaine or other drugs and resisted arrest.  Details of what led to Monday’s incident have not been released.
