(Richmond, IN)--It’s now been six months since the proposed Smith Hill housing development in Richmond came to a screeching halt.  That plan, in its original form, would have added 170 houses to an area near Backmeyer and Garwood Road.  It was met with nearly unanimous opposition from residents in the area.  The plan ended in June when the owner of 11^th Street Development told Common Council the plan would include rental units.  Council President Larry Parker then said this to the developer:  "I don't know what you're going to do.  I guess you start all over."  ON Monday, city leaders said they have not seen anything from the developers that would indicate an intention to make changes and to try again for approval.
