(Richmond, IN)--Richmond’s Board of Zoning Appeals on Wednesday unanimously approved the development of a small apartment complex at the southwest corner of the intersection of South 23^rd and L Streets.  The new apartments will be built by Trademark Construction and will include 12 units.  "There will be four single-bedroom and eight two-bedroom units.  There will carports in front of each building.  Parking will exceed the minimum city parking requirements," said Gordon Moore.  Moore said that the project will include a small water retention area and will be privately funded.  He also said that there would be no increase on taxes or utilities.  A timeline for start of construction and completion was not discussed.
