(Richmond, IN)--The Richmond Police Department was involved in a stand-off late Thursday afternoon.  According to a release from RPD, 63-year-old Charles Thomas had made threats both online and toward his neighbors in the 1100 block of South 24^th.  Officers cordoned off the area when Thomas refused to exit.  The RPD SWAT Team then responded.  Thomas eventually surrendered and is now charged with two counts of felony intimidation.
